After further review of the [Kimley-Horn] engineering report, we see no obvious evidence of shortcomings. The description of the processes used by the engineers is consistent with what we would expect to see in this type of structural investigation.” – Winsome A. This response means that rather than inspect the tunnel and runway for damage themselves (which would have shifted the liability to the FAA once it collapses) the DOT’s OIG deferred to the Memphis Shelby County Airport’s commissioned Kimley-Horn report which was falsified to cover up the damaged walls beneath the runway.

This letter is Mr. Lenfert’s response to my letter sent to him on 7.13.2011.  Mr. Lenfert states that there were no cracks or fractures seen on any of Memphis International Airport’s runways during the airport’s annual inspection.  This contradicts Sara Hall, Memphis-Shelby County Airport Authority’s Lead Counsel, who validated that the fractures in the 2003 satellite photos of Runway 9/27 were caused by the original “open cut” of the runway to allow for the construction of the Hurricane Creek Tunnel.

Received the DOT’s Office of Inspector General Report.  This response is further evidence of fraud within the Department of Transportation’s Office of the Inspector General.  What this report confirms is the DOT OIG investigators never inspected the tunnel or runway; they provided me with a response that my allegations were going to be investigated; they based their decision on an engineering report that was illegally purchased by the Memphis Airport Authority without going through the bid submission process and the results have already been proven to be a fraud because of the Airport Authority’s admission to Senator Lamar Alexander’s office on June 8, 2010 that they had already submitted a request for funding to repair the damaged walls beneath the runway.

Senator Alexander’s Office contacted me to let me know they agreed with my assessment that the Hurricane Creek tunnel walls beneath Runway 9/27 are damaged and need to be repaired or replaced and that they had spoken to the Memphis Airport Authority who informed them that they were going to use funds from a project Senator Alexander had requested for earthquake proofing a taxiway across Winchester Blvd to correct the problems with the tunnel.

Received call from Lori Frederick with US Attorney Ed Stanton’s office at 11:23am.  She said that Mr. Stanton’s office does not investigate corruption cases, they only prosecute them.  She said she could “refer” my letter and documentation about the Memphis Shelby County Airport Authority to the FBI which we agreed she should do.

Sent this proposal to the Memphis City Council Members:

 

“I would like to submit this proposal.  This issue is very easy to resolve.  The Airport Authority's position is that there is one wall "misaligned" somewhere in the tunnel.  I filed my attached lawsuit this week to prove they are lying and that there are five badly damaged walls directly below Runway 9/27.  If you believe the Airport Authority are rock solid, then ask for permission from the Authority for me to show you the walls beneath the runway.  Very simple.  They say the walls are not damaged, I say they are.  No engineering degree necessary.

Anyone else from the Memphis Mayor's Office, Shelby County Mayor's Office or City Council who believe I'm wrong should come with us.  As it stands, I am the only person among us who has actually driven through the tunnel and photographed it.  Remember that regardless of whether the tunnel collapses today or years from now, the truth about the Airport Authority lying about it's condition has already been proven.  Let me know when you are ready to take a look for yourself.”
